David attended law school at St. Mary’s University and received his law degree in 1976. He began his legal career as a clerk for Chief Judge of the Eastern District of Texas Joe J. Fisher.

As a Jefferson County attorney, David’s experience litigating for both plaintiffs and defendants gives him unique perspective and insight. David has also served his community as a State Senator and authored legislation concerning coastal erosion and planning for the State of Texas. During his time as a Senator, he also co-authored a bill to monitor the bays and estuaries of Texas and an amendment to the Clean Air Act closing the grandfather loophole that allowed industrial sites to continue to emit smog-producing pollutants and several other pieces of legislation, and was a sponsor of the Children’s Health Insurance Program (CHIPS).

David and his wife, Dinah, reside in Beaumont and attend Trinity Methodist Church.
